After the board of trustees decided to open the centre in 2009, the co-ordinator of the Loden Foundation visited Changmari, Samtse in June, 2009 and met concerned district officials and discussed issues pertaining to the new Loden ELC to be established there. The co-ordinator also submitted an application to the director, department of education in Thimphu, seeking approval to set up non-profit ELC in Changmari, Samtse. The director immediately responded with a letter asking the District Education Officer of Samtse to carryout a feasibility study. Divya, Loden's local contact person in Samtse, has already conducted a survey and found that number of children who was to enrol may even exceed the capacity of the ELC project. Loden will choose to give preference to the elderly ones and the children from nearby area's first. The Loden Foundation also recruited two local female instructors for Chamgmari ELC. They are currently working as
interns in Pelki Losel and City Daycare Centre in Thimphu. The instructors also attended a 10 days workshop on early learning in Paro.
